COTVET Levels 4 National Certificates

The Council for Technical and Vocational Education and Training (COTVET) is Ghana’s accreditation body for institutions offering academic and vocational qualifications. COTVET qualifications give students the skills they need to either move on to Higher education or enter straight into employment.

The National Certificate qualifications will primarily be vocational or industry orientated providing basic introductory knowledge for further studies with the emphasis on general principles and applications. Typically, the National Certificate includes a Work Integrated Learning (WIL) component. Completion of the Level 3 National Certificate I meets the minimum entry requirement to a Level 4 National Certificate 2. A National Certificate 2 student will develop higher level technical skills required by employers. After completing the Level 4, students often progress to the Level 5 (HND) or Level 6 (bachelor degree) programmes in tertiary institutions or directly to employment.

Progression

A key progression path for COTVET Level 4 (National Certificate 2) learners is to the COTVET Level 5 (HND) or Level 6 (Bachelor of Technology) or other degree programmes, at number of Ghanaian and international universities.

Graduates with COTVET Level 4 National Certificate in Entrepreneurship and IT may proceed to take either an HND or a bachelor degree in Business Administration, Information Technology, the Social Sciences, Health Records, etc.

Graduates with COTVET Level 4 National Certificate in General Engineering may proceed to take either an HND or a bachelor degree in Mechanical Engineering, Computer Engineering, the Mining Engineering, Civil Engineering, Electrical and Electronics Engineering, Safety Engineering, etc.

Career Opportunities

COTVET Level 4 Certificates are further education qualifications required for entry into higher education in tertiary institutions. They are roughly equivalent to the GCE Advanced Level. It therefore provides a credible alternative to the WASSCE. For those students who want to obtain a good job without going to university, COTVET National Certificate qualifications provide the specialist knowledge, skills and competency to make an immediate impact in the modern workplace.

Assessment

The learner’s progress is measured continuously throughout the programme. Evidence that is based on real-life work and studies is presented by the student in each unit. The methods include: demonstration/observation with oral questioning; third party report; written reports, portfolio and work projects. There are no examinations. Each module is internally assessed and graded by qualified instructors / Assessors and Internal Verifiers recognized by COTVET. The final assessment is done by a COTVET approved External Examiners/External Verifiers. Grades awarded are Pass, Merit and Distinction.

The Qualification Levels Under the NTVETQF

TVET Qualification Framework is a system of national recognition of vocational skills, knowledge and competencies. The Framework sets quality standards in the provision of TVET in Ghana.

The NTVETQF is an eight-level national qualifications framework for TVET. Levels 1 and 2, covering informal apprenticeships, are the lowest and level 8 (Doctorate in Technology) is the highest.

Progression Routes

COTVET learners can progress to higher education entry as follows:-

National Certificate 2 – enable the student to apply for entry to the first year of a relevant Higher National Diploma (HND) programme.

National Certificate 2 – enable the student to apply for entry to the first year of a relevant degree (e.g. BTech or BSc) programme.

Higher National Diploma – enable the student to apply for entry to the third year of a relevant degree programme.

Bachelor of Technology – enable the student to apply for direct entry to postgraduate (e.g. MTech) degree programmes.

Master of Technology – enable the student to apply for direct entry to doctorate (e.g. DTech) degree programmes.
